ਆਪਣੇ ਕਿਊਬਿਕ ਦੇ ਹਮਰੁਤਬਾ ਅਧਿਕਾਰੀਆਂ ਨਾਲ ਰਲ ਕੇ ਕਈ ਸਾਲਾਂ ਤੱਕ ਚੱਲੀ ਜਾਂਚ ਤੋਂ ਬਾਅਦ ਓਪੀਪੀ ਨੇ ਕਈ ਲੋਕਾਂ ਖਿਲਾਫ ਫਰੌਡ ਦੇ ਚਾਰਜਿਜ਼ ਲਾਏ ਹਨ। ਮਾਰਚ 2019 ਵਿੱਚ ਦ ਸੁਰੇਤੇ ਡੂ ਕਿਊਬਿਕ ਨੇ ਓਪੀਪੀ ਨੂੰ ਸ਼ੱਕੀ ਧੋਖਾਧੜੀ ਵਾਲੀਆਂ ਕਮਰਸ਼ੀਅਲ ਮੋਟਰ ਵ੍ਹੀਕਲ ਲਾਇਸੰਸਿੰਗ ਗਤੀਵਿਧੀਆਂ ਬਾਰੇ ਜਾਣਕਾਰੀ ਦਿੱਤੀ। ਜਿਸ ਤੋਂ ਬਾਅਦ ਇੱਕ ਮੁਜਰਮਾਨਾਂ ਜਾਂਚ ਸੁ਼ਰੂ ਹੋਈ। ਇਹ ਖੁਲਾਸਾ ਟੋਰਾਂਟੋ ਸੰਨ ਦੀ ਰਿਪੋਰਟ ਵਿੱਚ ਕੀਤਾ ਗਿਆ। ਜਾਂਚ ਵਿੱਚ ਪਾਇਆ ਗਿਆ ਕਿ ਲੰਮੇਂ ਸਮੇਂ ਤੋਂ ਧੋਖਾਧੜੀ ਵਾਲੀਆਂ ਲਾਇਸੰਸਿੰਗ ਗਤੀਵਿਧੀਆਂ ਚੱਲ ਰਹੀਆਂ ਸਨ ਜਿਨ੍ਹਾਂ ਕਾਰਨ ਟਰਾਂਸਪੋਰਟੇਸ਼ਨ ਮੰਤਰਾਲੇ ਤੇ ਕਾਲਜਿਜ਼ ਐਂਡ ਯੂਨੀਵਰਸਿਟੀਜ਼ ਮੰਤਰਾਲੇ ਦੀਆਂ ਪ੍ਰਕਿਰਿਆਵਾਂ ਨੂੰ ਦਰਕਿਨਾਰ ਕੀਤਾ ਜਾ ਰਿਹਾ ਸੀ। ਓਪੀਪੀ ਵੱਲੋਂ ਕੀਤੀ ਗਈ ਜਾਂਚ ਤੋਂ ਸਾਹਮਣੇ ਆਇਆ ਕਿ ਇਸ ਸਕੀਮ ਨਾਲ ਕੈਨੇਡੀਅਨ ਹਾਈਵੇਅਜ਼ ਦੀ ਸੇਫਟੀ ਉੱਤੇ ਅਸਰ ਪੈ ਰਿਹਾ ਹੈ। ਇਸ ਤਹਿਤ ਲੋੜੀਂਦੇ ਲਾਇਸੰਸਿੰਗ ਟੈਸਟਸ ਨੂੰ ਕਿਸੇ ਹੋਰ ਤੋਂ ਦੁਆ ਕੇ, ਓਨਟਾਰੀਓ ਦੇ ਡਰਾਈਵਰਜ਼ ਲਾਇਸੰਸ ਲਈ ਗੈਰ ਓਨਟਾਰੀਓ ਵਾਸੀਆਂ ਨੂੰ ਅਪਲਾਈ ਕਰਨ ਦੀ ਇਜਾਜ਼ਤ ਦੇ ਕੇ ਤੇ ਲਾਜ਼ਮੀ ਐਂਟਰੀ ਲੈਵਲ ਟਰੇਨਿੰਗ ਸਟੈਂਡਰਡ ਨਾਲ ਧੋਖਾਧੜੀ ਕਰਕੇ ਕਾਨੂੰਨ ਨੂੰ ਛਿੱਕੇ ਟੰਗਿਆ ਜਾ ਰਿਹਾ ਸੀ। ਪੁਲਿਸ ਨੇ 200 ਮਾਮਲੇ ਅਜਿਹੇ ਪਾਏ ਜਿਨ੍ਹਾਂ ਵਿੱਚ ਵਿਦਿਆਰਥੀਆਂ ਵੱਲੋਂ ਕਥਿਤ ਤੌਰ ਉੱਤੇ ਕਮਰਸ਼ੀਅਲ ਵ੍ਹੀਕਲ ਲਾਇਸੰਸ ਹਾਸਲ ਕਰਨ ਲਈ ਕਥਿਤ ਤੌਰ ਉੱਤੇ ਫਰੌਡ ਕੀਤੇ ਗਏ। ਇੱਕ ਹੋਰ ਸਕੀਮ, ਜਿਸ ਦਾ ਖੁਲਾਸਾ ਕੀਤਾ ਗਿਆ, ਗੈਰ ਲਾਇਸੰਸਸ਼ੁਦਾ ਸਕੂਲ ਚਲਾਉਣ ਵਾਲੇ ਵਿਅਕਤੀਆਂ ਨਾਲ ਸਬੰਧਤ ਸੀ ਤੇ ਇਨ੍ਹਾਂ ਵਿਅਕਤੀਆਂ ਵੱਲੋਂ ਗੈਰਅਧਿਕਾਰਕ ਤੌਰ ਉੱਤੇ ਓਨਟਾਰੀਓ ਤੇ ਕਿਊਬਿਕ ਦੇ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਟਰੇਨਿੰਗ ਦਿੱਤੀ ਜਾ ਰਹੀ ਸੀ। ਓਪੀਪੀ ਦੀ ਕ੍ਰਿਮੀਨਲ ਇਨਵੈਸਟੀਗੇਸ਼ਨ ਬ੍ਰਾਂਚ ਦੇ ਇੰਸਪੈਕਟਰ ਡੇਨੀਅਲ ਨਾਡੀਊ ਨੇ ਦੱਸਿਆ ਕਿ ਇਸ ਲੰਮੀਂ ਜਾਂਚ ਦਾ ਸਾਰਾ ਕੇਂਦਰ ਜਨਤਾ ਦੀ ਸੇਫਟੀ ਹੀ ਸੀ। ਘੱਟ ਤੇ ਗੈਰਮਨਜ਼ੂਰਸ਼ੁਦਾ ਟਰੇਨਿੰਗ ਵਾਲਿਆਂ ਦੇ ਹੱਥ ਵਿੱਚ ਟਰੈਕਟਰ ਟਰੇਲਰਜ਼ ਤੇ ਹੋਰ ਕਮਰਸ਼ੀਅਲ ਵ੍ਹੀਕਲ ਘਾਤਕ ਹੋ ਸਕਦੇ ਹਨ।
